Public Sector Reform

Chartered Institute of Purchasing and Supply graduation ceremony, Public Finance Management Project, Lesotho - Picture by Peter JamesPublic Sector Reform has increasingly become an area of focus for donors. Streamlining government processes, improving transparency and governance, decentralisation, increasing the level of involvement and ownership of national policies and strategies are all ways in which donors have attempted to improve the way in which government is run.

A key element of Public Sector Reform has been the application of good governance and best practice within civil services to maximise resources and improve the efficiency of revenue collection, taxation and public services (transport, health, crime prevention, etc). As equally important is the involvement of civil society in this process to establish the accountability between government and the public.

Harewelle has over 10 years experience of working within all tiers of public sector - from Cabinet Offices to rural communities - and is able to bring to bear the skills necessary to help instigate institutional changes. Combined with our expertise in programme management and training we are able to implement programmes that are sensitive to local needs, instil local ownership and sustainability. With regional offices in Africa and Asia we have sensitivity for differing cultures and professional climates. This allows us to bring to each situation and programme an insight into the most effective approach to ensure sustainability.

Examples of our projects include:

Zambia - Local Government Support Project (LOGOSP)

Kyrgyzstan - Reorganisation and Strengthening of Ministry of Agriculture & Food
