Water Sector Study Review

The broad aim of this consultancy was to develop a clear and coherent vision for the Angolan water and sanitation sector up to 2015, based on a diagnostic of the actual situation and on the identification of the constraints and challenges facing the sector.  Additionally, the work aimed to assist the EC and other development organisations identify areas of intervention where they could provide added value to the Government of Angola’s strategies and plans.

Harewelle International, through the DEW Point Resource Centre, contracted and coordinated a team of international consultants to conduct this assignment. Their tasks included evaluating the institutional capacity of the water and sanitation sector, analysing its strategies, policies, plans and programmes, and developing a diagnostic of its financial capacity.  

The final output of this programme was a report based on the evaluation of the sector’s policies and programmes in addition to its institutional and financial capacities. This report was intended to assist in the identification of the EC strategy for these sectors within the National Indicative Programme framework of the 10th European Development Fund. (2007 - 2008)
