Capacity Assessment of the African Development Bank's Rural Water Supply and Sanitation Initiative

Improved waste water facilities in AfricaWorking on behalf of DFID, Harewelle successfully undertook a capacity assessment of the African Development Bank’s (AfDB) ten year, US$ 14 billion Rural Water Supply and Sanitation Initiative (RWSSI). A major programme, its principle goal is to mobilise African Governments and international donors to accelerate access to sustainable safe drinking water and basic sanitation. The programme intends to achieve this goal by removing capacity constraints for country programmes and ensuring that previous lessons learnt are applied to future programme and policy design. 

A team of Harewelle consultants were commissioned to assertain whether the organisation had the capacity and expertise to manage a programme of this size and complexity. Duties included:

  • undertaking appraisals of country-based RWSSI programmes;
  • supervision of programmes;
  • monitoring and evaluation; and
  • refinement of policies and plans.

A central theme of the team's work was to ensure that the necessary lesson learning and programme design systems were (a) established and (b) operated effectively. (2007 - 2008)
