Support to Lesotho Revenue Authority
Harewelle International has been providing long-term support for the Lesotho Revenue Authority (LRA) since 2002, and has won critical acclaim for its reform work. The company has successfully completed a wide range of projects with the Authority, helping it to implement considerable institutional reforms. These reforms have enabled the introduction of new administration systems and procedures that have allowed the implementation of VAT and the modernisation of income tax. Harewelle’s work with the LRA has been well received by donors and is often used as a model for other developing revenue authorities in Africa.
Harewelle started working with the LRA in 2002 on a 5 year project to provide technical assistance and capacity building support through the provision of a Project Manager and specialist VAT and Income Tax Advisors. Through this consultancy, Harewelle was responsible for the for the identification and provision of specialists for a series of short term inputs covering such areas as human resource and organisational development in addition to technical specialists in the areas of customs, VAT implementation, Income Tax, tax audit, financial systems and computerisation of tax systems. Working in collaboration with the Commissioner General, Harewelle was responsible for overseeing financial management reform project inputs, and for monitoring and reporting to DFID-SA and to the senior LRA’s management team on progress and impact.
After the completion of this project Harewelle has continued to work with the LRA through a framework contract and has been involved in series of further reform projects. Projects undertaken include the design and implementation of a human resources review and strategy, the development of a comprehensive IT strategy, and a training needs analysis and capacity building programme for senior managment.
