Irrigation and Drainage Project

Harewelle provided specialists in procurement, finance, agricultural economics, and farmer participation to a World Bank funded project to strengthen institutional capacity within the Kazakh Ministries of Agriculture and Ecology & Bio-resources. A key aspect of this was the transfer of inter-farm irrigation management from the public sector to water users. Accordingly, Harewelle consultants conducted a range of tasks concerning the establishment of Water Users Organisations (WUOs) and the privatisation of irrigation and drainage infrastructure. The team also identified the training needs of their staff, and prepared training modules accordingly. (1997 - 2000)
