Capacity Building for Economic Planning Phase 2
The Capacity Building for Private Sector Development Project is the second phase of a comprehensive project to improve the Government of Lesotho’s macroeconomic and financial management capabilities. The overall aim of the project is to substantially reduce poverty, increase economic growth and improve socio-economic and environmental conditions in Lesotho. One of the main constraints to meeting this goal is lack of capacity and a weak fiscal system which is addressed by CBEP II.
The purpose of the project is to strengthen sustainable Government capacity for macroeconomic and financial management, sectoral planning, and socioeconomic development planning. This includes support to the Ministry of Finance in the budget preparation process through the Medium Term Expenditure Framework (MTEF) and ensuring that it is aligned with policy objectives in the Poverty Reduction and Growth Strategy. In addition to providing budgetary planning support to the Ministry of Finance, the project will help to develop the capacity of the Ministry to meet the future needs of the National Development Planning Strategy (NDPS) and build overall institutional capacity.
Building the overall capacity of the Ministry of Finance and Development Planning to operate more efficiently and effectively is vitally important for economic development and poverty alleviation in Lesotho. Internal structural weakness within the Ministry have been identified as being severe restrictions to economic growth and development. CBEP2 is addressing these internal capacity problems by establishing a comprehensive capacity building programme for civil servants and ministers within the Ministry.
Investment must not only be in infrastructure and equipment, but also in people working in and with the Ministry.
