Matt Morley (Programme Manager PFM Programme - Lesotho)
Matt Morley is currently the Programme Manager on the Public Finance Management Programme in Lesotho. This is one of a number of DFID funded programmes aimed at supporting poverty reduction and growth. The programme is also funded by Irish Aid (€5 million) and the European Commission (€7.5 million) in addition to DFIDs £4.6 million contribution for the technical assistance that Harewelle provides along with their consortium partners. The main aim of the project is to increase capacity in key ministries and strengthen public finance systems and processes in Lesotho. Matt is part of a team of four international and local consultants based in the Ministry of Finance and Development Planning in Maseru.
Prior to this, Matt was involved in the Priority Support Programme, also in Lesotho and since joining Harewelle in 2004 has held a number of posts in the UK and overseas offices. He has a BA in War Studies and an MSc in Violence, Conflict and Development and is currently enrolled on the Open University Post Grad Diploma in Development Management as part of Harwelle’s professional development scheme.
